Comments/contents:
The digital transformation is permeating all areas of society. In the early days of internet policies, utopias of freedom, equality and democratization of the public sphere were narratives for the internet. In the meantime, the focus is on the dominance of large digital platforms, their business models, but also undesirable developments such as hate speech, disinformation and surveillance. Questions of digital sovereignty are increasingly being discussed within geopolitical tensions. With the General Data Protection Regulation, the EU has become an international reference model. Further EU legal acts on the risk regulation of artificial intelligence, competition law and data governance have been passed. Digital politics is also on the agenda in the Global South. India will hold the G20 Presidency in 2023, following Indonesia in 2022. We will look at the social credit system in China, the Aadhaar biometric ID system in India, content moderation in the Philippines and data protection laws in Brazil, India, Mexico and other countries, among others. We will analyze and evaluate the implications of these regulatory processes in different areas.

 

Learning objectives:
The seminar conveys theoretical and empirical approaches to digital policy in comparison between the European Union and countries of the Global South. It will enable a profound comparative analysis of the prerequisites and effects of legal and technical regulations in digital governance.

Didactic concept:
After an introductory phase with lectures by the professor, the participants work on the seminar topics through presentations, literature provided and their own research. At the end of the seminar, you will write a paper (10-15 pages). Good preparation, regular participation and active participation are expected. The seminar takes place in double sessions.
