Comments/contents:
The seminar will deal with the significance of local self-government in terms of constitutional law, provide insights into the structure and functioning of local administration, deal with special areas of law such as building and planning law or local budget law. Furthermore, we will deal with communication between citizens and elected representatives and discuss methods and techniques of local political work. The rights and duties of elected representatives vis-à-vis the administration will also be of particular interest here.
Learning objectives:
Classification of local self-government in the political system of the Federal Republic of Germany and its Länder
Insights into working methods and special communication procedures and cooperative relationships of municipal politics
Current developments and forms of organisation of local self-government
If there is sufficient interest on the part of the participants Consultation and moderation behaviour in simulation games on fictitious municipal development or infrastructure projects
Didactic concept:
Introduction to the topic by the lecturer
Joint definition of focal points and their distribution
Participant presentations and intensive discussion on local political practice
If desired: initiation of local political consultation projects
