This course addresses in particular students of SPB X. The lecture will explore international law applicable during situations of armed conflict, often referred to as international humanitarian law (IHL) or the law of armed conflict. After a short introduction we will be examining foundational doctrines and concepts of IHL and explore some of the foremost contemporary challenges in IHL, e.g. whether IHL - which was devised for conflicts between States – provides for an adequate framework for the specifics of asymmetrical warfare (in which non-state actors such as organized armed groups and terrorists play a vital role); the interplay between the legal framework governing terrorism and international humanitarian law; and the development of new means and methods of warfare, such as autonomous weapons and cyber warfare.
There are no formal pre-requisites, but (basic) knowledge of public international law is recommended.
