Comments/contents:
This seminar is devoted to the study and understanding of the European Union’s Climate Policy. Over the past 30 years, the EU’s role in this policy area has seen many paradigmatic shifts. Today, it appears to be an impenetrable jungle of interdependent legislation. We will dissect the different strands and sectoral particularities of EU Climate Policy from an economic perspective.

 After a comprehensive introduction to the EU’s legislative processes and governance structure concerning Climate Policy, you will learn about basic economic theories and concepts to evaluate different policy instruments and laws. With this in mind, we will look at different sources of anthropogenic emissions such as heat and electricity generation, transport and logistics, agriculture and forestry as well as at important topics surrounding the effectiveness of measures to combat Climate Change such as development policy and private consumption patterns.

 During the semester, you will get relevant knowledge of current EU legislation and gain a deeper understanding of the yet to come changes connected to the “European Green Deal”. Furthermore, for anyone aiming at working with international institutions, especially connected to European policy and lobby consultancies, knowledge about the political system of the EU will come in handy.

 Basic, i.e. undergraduate knowledge in economics and statistics will be helpful.

Learning objectives:
After successful participation, students:

·        will be able to wield and work with basic environmental economic concepts;

·        will have a deeper understanding of the analytical approaches used to study the issues related to Climate Change regulation;

·        will be able to apply knowledge of legislative processes of the EU to arrive at high-impact participation opportunities in their later work life;

·        will be able to inform political decision making related to Climate Policy by an elevated understanding of the interconnectedness of supra-, inter- and subnational governance structures.

Didactic concept:
The online-seminar will be both asynchronous and synchronous. Nine content lectures are complemented by four live Q&A-sessions. Students will get access to lectures on a weekly basis and the live Q&A-sessions will take place at the indicated time of the seminar. We will use OpenOlat for course material and exchange. Registered students will gain access once the lecture period starts.

Additional examination information:
To pass the seminar, you will hand in a term paper on a subject of your choice. More information on how to register a topic will be presented in week 1.
