Comments/contents:
It is of vital importance to recognize the international context public organizations are embedded in if one wants to understand public administrations and the management of public organizations. Different countries developed different public administration regimes, and it is very instructive to analyze differences and commonalities between these regimes. Moreover, national public organizations are in nearly all aspects of their work affected by decisions made on an international and European level. It is important to understand how they are affected and how they cope with it. Also, the international and European sphere also developed public administrations which need to be managed.

The course will reflect on these international and European aspects of public administration and addresses the following topics:


  • Management of international and European public organizations
  • Public administration in a comparative perspective
  • Influence of internationalization and Europeanization on the management of national public administrations

Learning objectives:
The learning goals of the course are:


  • Students should learn what special challenges international and European public organizations face and how they cope with these challenges.
  • Students should be able to understand fundamental differences between different national administrative regimes and their effect on management in the public sector.
  • Students should be able to understand and analyze the impact internationalization and Europeanization has on national public organizations.

Literature will be provided in OpenOLAT.

Additional examination information:
Participants are required to be part of an "expert team" that is responsible for an individual session. As part of the expert team, they prepare a presentation about core issues of their topic and a short task for their fellow students.

The final assignment is a written document prepared by the expert team. Detailed requirements will be given in the first session of the course.
