This course will take place in Taipei from March 18-21, 2024, at the National Taiwan University (NTU), a strategic partner of Universität Hamburg (UHH) in general and the M.Sc. PUNO more particularly.

Taiwan is Asia’s most progressive democracy, with an advanced stage of digital government and being the first, for example, to introduce LGBTQ rights. Taipei is a vibrant city with very high standards of public safety, an easy-to-navigate public transportation, and beautiful nature in the surrounding.

The course requires from all participants openness to a new political, administrative and – not least – cultural frame of reference.

Lernziel:
Students …


  • have in-depth knowledge about the Taiwanese public sector and can recognize major differences to the German system;
  • gain practical insights into public and nonprofit organizations operating in Taipei,
  • improve their proficiency in academic English (spoken and written),
  • learn about a fascinating culture, including a practical exercise in Zen Buddhism.

Vorgehen:
The seminar will be held as a block course but preparatory meetings will take place at UHH during the winter term. Students will prepare topics preferably relating to public and, with lower priority, nonprofit studies from a comparative perspective. They will write their term papers (separately or jointly) in advance of the seminar. The presentations in Taipei will be held as part of visits to classes at NTU. Accordingly, the main audience of the presentations will be Taiwanese students who are eager to learn about the public sector in Germany in comparison to Taiwan.

The classroom work will be accompanied by visits to governmental and non-governmental organizations located in Taipei. Here is a preliminary list of on-site visits (tbc):

Each confirmed participant will receive a travel grant of 500,- + X EUR (except for students who stay at NTU anyways for a semester abroad). The “X” in this equation results from an application for additional funding by Hamburglobal. When the seminar was held for the first time in 2019, 140,- EUR were granted to each participant. However, there is no guarantee that the application will be accepted this time.
