The seminar will discuss indigeneity, (de-)colonisation, representation, and activism in a region that is part of the Global North, but whose Indigenous inhabitants share many of the concerns characteristic of the Global South. Hence the terms “the North beyond the Global North” and “Fourth World Activism”: we will examine the dynamics and meanings of these in the course of the seminar. The Sámi movement attained a prominent role quite early in the transnational struggle for Indigenous rights, claiming self-determination in a complex political setting criss-crossed by the borders of Norway, Sweden, Finland, and Russia. These four states applied different yet similar politics of colonial rule and ethnic assimilation, and many voices claim that colonialism has never ceased in the North of Europe. Starting from an historical and economic overview, the seminar will pay attention to the dynamics of reindeer herding as a particular (though by far the not only) form of land use in northern Europe. Reindeer have become emblematic in outsiders’ representations of Sámi culture, often relying on overly romantic and exoticizing motifs. Simultaneously, reindeer are also an important asset in tourism and Sámi political negotiations vis-à-vis the four nation states. We will see that any discussion on conflicts around land and resource use must also take into account consequences of global climate change – along with the inhabitants’ responses to regional environmental change. This topic will help us scrutinise the notions of strategies of Fourth World Activism and the current position of Sámi organisations in transnational Indigenous politics. Towards the end of the seminar, we will discuss how Sámi self-representations combine decolonial approaches with gender and queer activism, notably in arts and cinema. Moreover, Indigenous rights holders call for more equitable modes of research in their communities – away from a “helicopter” approach and towards co-creation of knowledge. This also has a strong effect on how social anthropologists see their own role in academia and their personal interactions with/in the communities where they live and work.

Lernziel:
Regular and active attendance of sessions, participation in group work, and a presentation of approx. 20 minutes length are required for 3 credit points. For 5 credit points, students are to write a term paper of approx. 15 pages and submit it by 20th September 2023.
