Kommentare/ Inhalte: Land-Transport-Policies of (Port-) Cities in Southeast-Asia - a comparative approach between Singapore and other Metropolitan Areas in the Region.

Since decades Singapore has pioneered new and often unorthodox policies for its economic, social, and political development. At least from the 1970s onwards, its transport and urban development policies were meant to support these objectives in a coordinated way.
Implementing innovative approaches for solving seemingly universal transport problems, Singapore attracts worldwide attention. This seminar will assess key aspects for understanding urban transport policy debates. For this purpose, we will start exploring the interdependencies between transport and urban form, the economy, ecology, and social matters. Furthermore, we need to understand governmental organizations including the administration, non-governmental organizations as well as civil society, having an interest in shaping transport policies in Singapore. This should provide a basis for the analysis of policy decisions taken in Singapore since independence, and the ongoing planning for the Master Plan 2040. In exemplary cases we will compare them with transport-developments and transport policy-decisions in other (port-) cities in the region and beyond. This comparative approach will highlight the pros and cons of different approaches as pursued in cities across SE-Asia.
The lectures will be delivered in English, but the students may respond and ask questions in German. The student is required to actively participate in the lectures and prepare the readings to be discussed in class. In general, these readings are analytical articles about the topic of that week. The student is required to present a topic in the module assigned to him or her in the beginning of the semester and write an essay on it. Furthermore, the student participates in the seminar-evaluations.

Biodata:
In research, consultancy and cultural tourism Matthias Mueth has worked in Southeast Asia over the past 25 years. In the Philippines he has studied disaster-management and published on the aftermath of the eruption of Mt. Pinatubo volcano. In Singapore and Bangkok, he researched the making of transport policies for his PhD in political science, returning to Thailand as a consultant for regulatory regimes in urban transport

  • Understanding methodological approaches for comparing transport modes and their implications for social, environmental, economic, and political aspects

  • Understanding unique features of Singaporean politics, (economic) development, and the supporting role of land-transport policies
  • Knowledge of the unique geographical, historical and political situation of Singapore as well as other (port-) cities in Southeast Asia
