Lernziel: The aim of the course is to present the students with both theoretical and empirical perspectives on lifelong learning policy – from policy formation to policy implementation/enactment. The course will introduce both to policy research and to theories on policy implementation in order for the students to connect the transnational policies, national policies and practice. In the course, focus will be on investigating EU lifelong learning policy in order to understand how EU policy is translated at national, regional and local levels. A specific focus will be the ‘learning individual’ i.e. how citizens are constituted within lifelong learning policies.
Vorgehen: The course will be offered as blended learning, i.e. a mixture of on-line teaching on zoom and a two-day seminar at Hamburg University. Students will be expected to contribute actively to discussions and prepare two assignment where they will be able to practice the analytical and methodological approaches presented during the course. The course will be in English.
