CONTENT
In the Interdisciplinary Seminar “Universal Basic Income (UBI)” we will investigate ethical, economic, political and legal issues that are raised by the so-called UBI-concept. Topics raised will include pros and cons, cost and benefits of a UBI, whether or not a UBI should or could be considered a fair or just concept and whether politics should or could (not) implement a UBI-concept. We aim to answer these questions with a particular focus on the role of politics (i.e. governments, laws and rules), economics (incentives and disincentives) and philosophy (morality and justification) in mind.
Lernziel:
GOAL
This is a research seminar. The goal is to motivate and train students in research. Students are expected to hone and improve their analytical as well as their writing skills. You will be expected to independently write a scientific paper. Furthermore, students will be expected to present their paper to the group, thus receiving invaluable feedback while also being prompted to respond to critiques and address suggestions from the group. Research papers are due at the end of the seminar, after presentation and revision. The paper will be graded (i.e. the final mark is the grade of the paper).
Vorgehen:
PROCEDURE
The three seminar slots will be allocated to the optimization issues with regard to:
1. Economics of a UBI (labor market, public expenditures, tax system)
2. Ethics of a UBI (public support without conditions, fairness, acceptance)
3. Political feasibility of a UBI (Gradual procedure, Big Bang, Stepwise, Partially)
Students are supposed to propose a topic of their own choice that fits into one of the three domains.
TIMETABLE
· Kick-off Meeting, Friday, 08.04.2022, 10 am to 12 am
(Introduction, presentation of the requirements for a scientific paper by the organizers and allocation of the students to the different topics.)
· Workshop I: Friday, 06.05.2022, 9 am to 4 pm
(Students have to present their research question and a very short outline of their research agenda (including the three most relevant scientific sources (books & papers, data))
· Workshop II: Friday, 03.06.2022, 9 am to 4 pm
(Students have to present a first draft of their research paper)
· Workshop II: Friday, 01.07.2022, 9 am to 4 pm
(Students have to present their research papers)
· The final paper is to be handed in online until July 31st, midnight
Zusätzliche Hinweise zu Prüfungen:
REQUIREMENTS
• Attendance is required in all sessions
• Avid participation in classroom discussions is expected
• Presentation of a preliminary version of the seminar paper at July 1st, 2022 (will be graded sufficient or insufficient; only paper that are graded as sufficient are qualified for revision and final submission)
• Submission of a final seminar paper fulfilling basic scientific standards
GRADE/EXAMS
Only the quality of the seminar paper submitted by the end of July will be evaluated and marked (however, remember: as a precondition the orally presented preliminary version has to be graded as a “pass” to be allowed to go further!)
