Kommentare/ Inhalte:
This course is a critical introduction to the politics of the European Union. The course briefly covers the history of the European integration process and introduces the major EU institutions. It clarifies how the EU member states contribute to the organisation's work as well as how they are affected by the membership in the union.

The focus of this course is on some of the more recent crisis situations and their analysis from a theory-led perspective. The course draws on a plurality of theoretical perspectives in order to address some basic questions about the European Union and the integration process. From the perspectives of neo-functionalism and intergovernmentalism, we can explore how the process of European integration came about and identify some key drivers. From the perspective of new institutionalism and multi-level governance, we understand how the political processes and institutions of the EU work. From the perspective of normative and social constructivist ideas, we investigate which ideas predominate in the EU and with which political and social consequences. We also investigate which issues for democracy and legitimacy the institutional set-up oft he EU raises. Finally, from the perspective of critical theories (political economy, poststructuralism, gender studies), we ask where power lies within the EU and in whose interest the EU acts.

While it is not possible to go over all the major policy fields of the EU, the course will focus on five crises situations, each of which reveals need for reform: the financial crisis (2008/9), the migration crisis (2015), the Brexit crisis (2018/19), the climate crisis (2019) and the COVID-19 crisis (2020). Using such crisis events, we explore the need for reform of EU political processes and institutions. While we deepen our understanding of why reform is slow, the perspective of critical theories insists that „another Europe is possible“ (Manners 2007).

Lernziel:
·      Ability to provide a brief account of the history of European integration and its drivers
·      Ability to describe all major EU institutions and how they operate
·      Advanced knowledge of political theories ranging from neo-functionalism, intergovernmentalism, new institutionalism, normative theories and social constructivism to critical political theories
·      understanding that „theory is always for somebody or some purpose“ (Cox 1981, S.128)
·      anhanced ability to identify a suitable political theory to answer a particular political science question about the European Union
·      analytical skills to undertake a theory-led political science investigation of a past or future EU crisis situation
·      ability to present and discuss in English drawing on political science terminology

Vorgehen:
This course is taught online only. There is a selection of mandatory reading that all students need to prepare for each session. All course materials will be uploaded in OPENOLAT (mandatory reading, presentation slides, instructions for exam papers). The course will be taught weekly on Mondays from 14:15-15:45 in Zoom. We will begin each session with a short presentation on the week’s topic, prepared by students. (Presenting students receive feedback on a draft of their presentation a few days beforehand). The main part of the session will be dedicated to a guided discussion in small groups (break-out rooms) and in the large group, making sure all important aspects of the week’s topic are covered. We will also use small simulations or ad-hoc role games where suitable.

Studienleistungen (unbenotet):
Mandatory course tasks (required to pass): All students need to study the mandatory reading in advance of each weekly session and be able to summarise the main insights upon request. All students need to pick a date for a mandatory presentation in groups of two. For these selected dates, students are expected to prepare a joint 15-minute-presentation on the topic chosen drawing on a presentation software like powerpoint. The presentation can be recorded in advance and uploaded or presented ‚live‘ in the Zoom session. Moreover, students are asked to develop some guiding questions or to identify a suitable newspaper article/ case study that will deepen the understanding of their topic session. The course teacher will assist the presenting students by giving feedback in advance of the session. There is a mandatory meeting (or at least an e-mail exchange) to discuss a draft of the presentation slides and the preliminary ideas for discussion on Wednesday or Friday (whatever suits you better) before the presentation date.
